Gurugram: Kanika Roy, an IT professional, was excited when she booked her dream home Ansal Essensia Project in Sector 67 in 2012. But even after 11 years, the Roy family has not been able to shift to their apartment despite getting the possession in September 2020.
Reason – According to the 43-year-old, there is no new electricity connection in the society due to developer’s failure to provide mandatory electricity infrastructure.

She is not alone. The dispute between the developer and DHBVN over the lack of electricity infrastructure has left over 300 families in limbo, who are yet to shift to their dream homes.
Last year, DHBVN reduced the bank guarantee liability from Rs 19 crore to Rs 13.47 crore. But out of the amount, only Rs 5.42 crore has been deposited by the developer for handover of a land parcel for construction of a substation along with external power infrastructure and installation of 14 transformers.
The project, spread over 250 acres, was launched in 2011. The occupation started in 2014 and currently around 2,000 families are living there.
Sharad Rao, another buyer, said, “I have applied for electricity connection three times since October 2022, but it is yet to be approved by DHBVN. Despite getting the possession, we are yet to shift into the flat due to lack of electricity infrastructure. Haven’t been able to. I have paid all the taxes and am now paying both EMI and rent.”
Distressed home buyers met the chief engineer of DHBVN on Thursday and sought his intervention in releasing power connections to the colony.
Dharmendra Tanwar, RWA President, Ansal Essentia, said, “Most of the deficiencies in the power infrastructure have been resolved by the developer after our strenuous efforts, but DHBVN is still not releasing permanent connections. Regardless, the residents are suffering.”
A representative of the developer told TOI, “In November 2021, the DHBVN stopped issuing new electricity connections to the township and asked us to create the necessary infrastructure. We have already deposited Rs 5.42 crore as bank guarantee and land parcel worth Rs 9 crore to DHBVN. All his instructions have been followed.”
When contacted, DHBVN Superintending Engineer PK Chauhan said, “The developer was to construct 33 KV substation and other electrical electrification, which they did not do as per the plan approved in 2012. “Now insolvency proceedings are underway against the developer. Though we have encashed the bank guarantee, it is not enough to build the substation. Things will become clear by the end of this month as the National Company Law Tribunal (NCLT)NCLT) is likely to issue its order,” he said.
