Secunderabad, Ministry of Defence (MoD) officials have warned the cantonment authorities not to harass the owners of buildings on leased land parcels and Old Grant Bungalows (OGBs). However, property owners, both residential and commercial Secunderabad CantonmentThey claim that they cannot even do minor repairs.
In an order issued to Chief Executive Officers (CEOs) of Cantonment Boards and Defense Estate Officers (DEOs), the Defense Ministry has advised field officers (engineering wing) to sensitize their staff not to disturb civilians.
Property owners are reportedly facing harassment SCB And the DEO staff do minor repairs, interior alterations, parapet wall construction, staircase repairs, whitewashing, re-flooring and even patch work.
Since there was no system in place to file complaints regarding harassment, property owners allegedly carried out repairs by applying oil on the palms of the workers. In fact, OGB owners were facing harassment even for opting for their bungalows built during the British era.
All Cantonment Citizen Welfare Associationwhich has members from all 62 cantonment boards, took up the issue with the MoD in 2019 and urged the authorities to end the harassment.
An expert committee on the functioning of Cantonment Boards, set up by the Ministry of Defense to study the issue, submitted a report. The committee, which did a comprehensive study, recommended that civilians need not take permission from defense authorities for repairs to buildings in cantonment areas.
Based on the panel’s recommendations, the MoD has issued orders in 2019 and shortlisted certain works that can be taken up without permission from the cantonment authorities.
An OGB leaseholder said, “The harassment continues despite orders from the MoD.” Sikh Village told TOI. The occupant had carried out repairs to a parapet wall. Within a few hours, SCB officials reached the spot and warned the occupants that no changes could be made without permission from the concerned authorities (SCB and DEO).
However, SCB officials have denied the allegations.
