New Delhi: Delhi Development Authority ,D.D.A) has set a new deadline of December this year for completion of flats developed under its first in situ slum redevelopment project Kathputli Colony, Officials said construction work in some of the towers has either been completed or is nearing completion.
“Apart from carrying out the construction work, the concessionaire is required to obtain a no-objection certificate for fire safety and obtain other mandatory clearances. These flats, which are in multi-storey buildings, can be allotted only after everything is in place, such as electricity and water supply connections,” said one D.D.A Officer.
After the construction work is completed, a computerized draw of the lottery will be done and DDA will send a demand letter to the allottees asking them to deposit Rs 1.25 lakh as a token amount. “We are expecting the concessionaire to deliver the first tranche of 700 flats on priority basis and soon after that the allotment process will start,” the official said.
The one-bedroom flats are being developed on public-private partnership basis and in 2022, the authority decided to hand over the first batch of 700 flats by September but could not meet the deadline. “There were some disputes regarding payment, so the progress of the project had slowed down. Now this project has gained momentum. While the eligibility of the beneficiaries was verified long ago, the slum dwellers and those desirous of shifting to DDA flats narela Accommodation has been allotted temporarily,” said the official.
Tender inquiries for the project were floated in 2008 and work was awarded to Raheja Developers in August 2009. As part of the redevelopment project, 2,800 flats in 14-storey towers are to be given to slum dwellers, who were living in the area approx. 40 years. The average size of each flat is 37 square metres.
In lieu of construction of EWS houses, the developer shall be entitled to construct and dispose of some freehold HIG flats on leasehold basis and commercial built-up area equivalent to 10% of the EWS floor area ratio. “The DDA has not spent a single penny and has only monetised the land,” the official said. The total area of the redevelopment site is 5.2 hectares and out of this, 3.4 hectares is being used for residential development.
Apart from an amphitheater, the complex will also have an exhibition museum to showcase crafts Kathputli Colony Residents who are primarily performers, including puppeteers, magicians, singers. Apart from this, there will also be a multi-purpose hall, health center, children’s play area, retail shop, police post, religious place, space for marriage ceremony etc.
