EOW director general RK Vishwakarma told TOI that a letter was sent to the home ministry through the state home department to issue an RCN against Naseem and last year sought his extradition from Dubai. “Our intelligence unit had received information about his presence in Dubai,” he added. Vishwakarma said, “A red notice is an international alert for a wanted person, which was issued through the CBI.”

Naseem was declared a proclaimed offender on October 30, 2021 and notices were subsequently pasted at his residences, offices and prominent places in Lucknow, Prayagraj, Kanpur, Mirzapur and Varanasi.

The ED had also registered a PMLA case against Rasheed Naseem, Asif Nafees, Javed Iqbal and others. ED officials said a case was registered against the real estate firm and its owners for cheating the public by luring them to invest in lucrative schemes. The ED said that Shine City had sold land in UP, Bihar and West Bengal.

“Collection of data/sold deeds from the respective property registration authorities is in progress to ascertain the details of the land in various districts of UP,” ED officials said.
