Hyderabad: Since its launch in 2020, Telangana State Building Permit Approval and Self Certification System (TS-Bpass) has become a rich source of income for GHMC, Of the 32,391 building permits issued so far, 10,000 are in this financial year – a jump of nearly 40% from the previous year.
After property tax, TS-bPASS is the next most important revenue source for GHMC. Till August alone, GHMC has received ₹650 crore through building permits issued through TS-bPASS and officials said it is set to surpass last year’s earnings of ₹1,144 crore. Significantly, the ₹1,144 crore it earned in 2021-22 was 42% more than the revenue in the period affected by the pandemic.
GHMC tops in terms of building permits issued as compared to other ULBs in the state. In order to provide hassle free permits, the government came up with the TS-bPASS Act under three categories.
As per government rules, there is no requirement of building permit or occupancy certificate for residential buildings up to 75 square yards or for construction of plots up to G+1 size.
In case of plot size up to 500 square meters and building height up to 10 metres, applicants can obtain immediate building permission through online self-certification within a fortnight after verification of objections by the authorities.
There is a single window system for obtaining NOC with an official time limit of 21 days for verification for plots of size more than 500 meters and buildings of height more than 10 meters.
A senior town planning official told TOI, “We have recently taken cognizance of the delay in issuing permits and imposed fines against the officials responsible. In the coming days, we are expecting several thousand building permits to be cleared. Huh.”
