Builders escape action, home owners face consequences, ET Real Estate

Ludhiana: Despite all the claims, the Municipal Corporation has failed to regularize illegal colonies under the 2018 policy. In 2019-20, officials claimed that strict action would be taken against developers of unauthorized colonies and warned them about a drive to seal properties.

However, this was not followed on the ground. A total of 188 unauthorized colonies from all the four areas under MC limits had applied for regularization since 2018, but NOCs were issued to only a few, while the rest are still under the MC radar.

The civic body has to recover over Rs 14 crore from these developers. An MC official said that they will have to recover the pending dues from these developers, after which their files will be closed. He also tried to register an FIR against the defaulters, but to no avail. He said that the officials do not know which developer has set up illegal colonies.

Even if they come to know and FIR is recommended, hardly any action is taken. This makes it easy for such developers to escape legal action and the plot or flat owner has to bear the consequences. Now, the authorities are again planning to attach or seal their properties to recover the dues.

We will not allow any illegal colony to come up but we are waiting for government instructions for the previous colonies. Meanwhile, Rajkumar, a resident of an unauthorized colony on Jassian Road, said, “Earlier, we were not able to shift to our house built here in 2022 as we did not get electricity connection.

Now that we have connections, there are problems with low voltage, poor water supply and bad roads. Many plot holders and residents of illegal colonies face the same situation as they do not have basic amenities.

Due to denial of electricity connection in such colonies, people were either not able to shift to their newly constructed houses or depended on Kundi connections, which is risky.

New plots are not being regularized whereas it is difficult to get NOC for old plots. Electricity connections are being released but it is taking a long time due to the long list.
