Gurugram: The Department of Town and Country Planning (DTCP) has directed the developer Chintel Paradiso Get another structural audit of Tower A of Sector 109 Society done by any other agency, preferably Central Building Research Institute (CBRI), within 30 days.
IIT-Delhi had earlier audited the tower. In its report made public earlier this month, the institute described it as safe for now, but also said that it has seen a decline. It recommended annual structural audits to ensure the safety of residents.
As per the DTCP order, which was issued recently, the developer – Chintels India A compliance report has to be submitted within 30 days and the recommendation of the report has to be implemented. The department also directed Chintels to vacate another tower, Tower G, and submit a report to the district administration.
“The second structural audit of Tower A is to suggest rehabilitation measures to balance the effects of corrosion and prevent any further structural damage to the structure. It will be the responsibility of the builder to make necessary arrangements. If it is possible, it shall be mandatory for the builder to follow the instructions of the agency and get the result certified by it,” the order said.
A DTCP official said, “If the agency’s conclusion remains the same as that of IIT-Delhi, which is that the building is currently safe, but is bound to deteriorate due to the high chloride content in the concrete and is technically not possible ” To rehabilitate it, the builder will conduct a structural audit of Tower A every January through one of the four consultants empaneled by the administration.
The order also directed the builder to share the structural audit report with the RWA as well as the DTCP. In case of an adverse structure audit report, the builder will give compensation to the owners on the same lines as in towers D, E and F, the official said.
For Tower G, which has been declared unsafe for human habitation by IIT-Delhi, the Deputy Commissioner had on June 12 issued an order under the Disaster Management Act asking the occupants of Tower G to vacate their premises and the developer to take possession. Handing over was ordered. 15 days.
In a recent order, the DTCP also directed Chintels to ensure that Tower G is vacated and a compliance report is submitted to the Deputy Commissioner. “The necessary works should be completed within the stipulated time frame. For any lapse, the developer will be held responsible and legal action will be taken,” it said.
In February 2022, two residents died in a vertical collapse of five flats in the society. Since then, that tower, ‘D’, has been abandoned and three others have been declared unfit for habitation.
According to the IIT-Delhi report, there is rapid and extensive corrosion of reinforcement in almost the entire structure of Tower A. “This corrosion is caused by chlorides that were added to concrete at the time of its production. The need for frequent repairs to the structures, as reported by the residents, has also resulted in corrosion of the steel reinforcement. Due to the presence of these chlorides, the poor quality of concrete has also played a role in the rapid deterioration, given the high chloride content in concrete. The report states that repairing these structures for safe use is not technically and economically feasible in the present condition… The structure is not suitable for habitation.
