Noida: Stamp and Registry Department has issued notices to 66 developers for giving possession of flats to buyers without registration. He has also warned of legal action for not registering within a month.
Officials said completion and occupancy certificates have been issued to these developers for over 23,000 flats. But none of these flats have been registered yet.

Assistant Inspector General (Registration) BS Verma said a recent survey found that the authority had issued OCs to more than 23,000 flats.
“The survey also found that these developers had not completed the registration process. Hence, we issued notices to 66 developers asking them to register the flats within a month, failing which we will initiate action,” said Verma.
He said the move was aimed at checking the loss of government revenue and ensuring that the flat owners have the right to the property.
Verma said that in the June 16 meeting, developers will be asked if there is any bottleneck in the registration process.
“There are many home buyers who told us that they have paid their dues but are yet to register their flats. We want to ensure that the titles of the properties are in the names of these buyers. The DM will discuss the issue with the developers and expedite the process of flat registration.”
The Stamp and Registration Department is also creating awareness among buyers to get their flats registered.
PPS Nagar, a lawyer dealing with realty matters, said that registration of properties often gets delayed due to lack of OC or CC. “If developers violate bye-laws during construction or fail to pay dues to the authorities, their OC/CCs are put on hold. Hence, they cannot execute registry of properties,” he said.
In some cases, Nagar said, developers sit on registration of flats even after OC/CC is issued. “Developers do not submit details of original or first homebuyers with the authorities. Sometimes, these buyers resell their properties to the same developer or to other persons. In such cases, the builders internally change the names of the buyers on paper. If developers facilitate registration of properties, they will have to pay twice the fee to the government,” he said.
Stamp and Registration Minister Ravindra Jaiswal also held a review meeting with the officials of the department on Tuesday and directed to speed up the registration of flats.
In Noida, the department registered over 1.4 lakh properties in the financial year 2022-23 as against 1.2 lakh in the previous year. The government also collected Rs 3,018 crore in registration fee this year as against Rs 2,377 crore in the previous financial year.
