Builder fined Rs 1.26 cr for starting work in Talygaon without EC, ET real estate

Panaji: The Goa State Environment Impact Assessment Authority ,goa-sia) has imposed a fine of Rs 1.26 crore on a builder for starting construction activities on a project sing telugu before obtaining the necessary environmental clearance.

The builder had started work on the residential-cum-commercial complex which comprises four phases including the one located on the hill.

“After examining the minutes of the 175th meeting Goa The State Appraisal Committee held on April 24 this year, as well as the documents and applications submitted by the project proponent, the Authority observed that the project proponent has undertaken project activities without obtaining prior environmental clearance.” goa-sia noted.

According to Environment Impact Assessment Notification Goa-SEIAA told the director of the construction company, who appeared before the authority in its meeting held on May 16, 2006 and its amendments, activities attracting provisions of the notification without environment clearance is a clear case of violation.

The Goa-SEIAA found that the total project cost till the date of filing of the application by the builder was Rs 126.2 crore. Therefore, the Authority decided to impose a penalty amounting to Rs.1.26 crore.

The project proponent was also now directed to apply for environment clearance under the violation category.

As per the notification of Union Environment Ministry, environment clearance process is required for 39 types of projects and it includes aspects like screening, scoping and evaluation of the upcoming project. The objective of the clearance is to assess the impact of the planned project on the environment and people and try to reduce or eliminate it.
