Panchkula: While the Haryana Assembly Speaker Gyan Chand Gupta recently announced the allotment of 1 marla plots or flats to slum dwellers, the existing rehabilitation housing societies Panchkula are in bad shape. Despite several complaints by residents of such societies, the Panchkula Municipal Corporation (MC) has failed to provide even basic amenities to them.
There are four ‘Ashiyana Complexes’ located in Panchkula, one each in Sector-20, Sector-26, Sector-28 and Industrial Area Phase-I. These ashiana complexes were built by Huda (Haryana Urban Development Authority) for rehabilitation of Below Poverty Line (BPL) families living in slums in the district. The residents of these complexes along with the local councilors have raised various demands for basic amenities – including water connection, maintenance of boundary wall, access roads connecting societies, repair and maintenance of residential buildings, etc.
The Municipal Corporation had also passed a budget of Rs 50 lakh for the maintenance of these complexes in October 2022, but the residents allege that work has not been done so far.

HUDA officials in their survey had identified two lands for the construction of these flats. Around 3,220 flats will be built on 8.65 acres of land in Sector-20 and 4,290 flats will be built on 12.5 acres of land in Sector-28. The entire project, named Slum-free Panchkula Project, will cost Rs 877 crore and the flats will be constructed on PPP (public-private partnership) mode, HUDA officials proposed.
The new project will not only clear the slum areas of the city but also free up prime land in Panchkula, which will fetch crores of rupees through auction of plots. Slum dwellers against MC’s anti-encroachment drive

Children from these slums are also enrolled in nearby government schools and rehabilitating them may affect their education.
A slum dweller said: “The encroachment drive is affecting our children’s education too, as many have gone back to their native places..”
However, when contacted, Hooda and senior officials of the MC said that most of these residents have encroached on government land where several development projects are proposed, and it is their duty to remove these encroachments to start those projects. is the only option. Officials claimed that despite several warnings and notices to slum dwellers, many of them have built pucca houses on government land and later claim the land as their own.
