The former judge has been booked under sections 7, 8 and 11 of the Prevention of Corruption Act and section 120B of the IPC for criminal misconduct and bribery. Based on information gathered through various sources, the FIR was registered on April 17 following a complaint by ACB Additional Superintendent of Police Kushal Pal Singh.
Parmar had held the post of Additional District and Sessions Judge and had joined as the presiding officer of the CBI/ED court in Panchkula last year.
The FIR claims that Parmar accepted the bribe through his nephew, who is also a legal professional and works for m3mTo appear for M3M owners Roop and Basant Bansal, and IREO’s Lalit Goyal for cases pending in the CBI/ED court in Panchkula.
Attributing bribery allegations to transcripts of WhatsApp messages and call recordings provided by a source, the FIR highlights an instance when a suspended judge allegedly paid Rs 5-7 lakh to help M3M owners in ED cases. The nephew’s annual salary was increased to Rs 18-20 lakh after Parmar joined as special CBI judge and special judge in the ED’s Prevention of Money Laundering Act cases in Panchkula.
According to the FIR, Parmar had also persuaded Lalit Goyal’s wife and brother-in-law Sudhanshu Mittal not to grant bail to Goyal and said that he had assured them that he was allegedly taking Goyal’s side in the case.
The FIR also claimed that Parmar was planning to extort money from former Haryana bureaucrat TC Gupta, who was facing trial in the CBI case, during his tenure as director general of the town and country planning department. The FIR claimed that Parmar roped in a sacked judicial officer, VP Gupta, for the job.
The FIR states that the suspended judge was on the radar of the Haryana ACB for more than four months. The ACB had in February sought permission from the Punjab and Haryana High Court to register the case and attached some records in support of its contention.
The High Court gave its go-ahead and an FIR was registered on 17 April. A day after the FIR was registered, ACB officials raided the suspended judge’s official residence in Panchkula and other premises in Gurgaon.
Parmar was suspended on April 27 and was replaced by Rajeev Goel as the special judge of the Panchkula CBI and ED court.
