New Delhi: The central advisory council On Tuesday expressed hope that the Amitabh Kant-led committee would soon resolve the issue of old real estate stalled projects resulting in handing over of housing units to home buyers.
The committee constituted on March 31 has to submit its report within six months from the date of its first meeting. The panel was constituted to examine all issues related to the stalled legacy projects and suggest ways and means to complete them in a time-bound manner.
speaking at the virtual meeting of central advisory council (CAC), Union Minister for Housing and Urban Affairs Hardeep Singh Puri Delay in implementation of orders of real estate regulatory authorities in some states was flagged.
“Although I’m sorry to say Rare (Regulating Authorities) can take decisions, the final implementation comes at the level of District Magistrates (DMs) or Deputy Collectors. The fact is that DMs look into these issues as well as other tasks assigned to them, but the good news is that we are taking them forward…” he said.
He said his ministry has decided that it will write to chief secretaries for their intervention, if necessary.
Responding to a senior consumer affairs department official’s remark that 10 per cent of complaints pertain to the real estate sector, Puri said if consumer forums were effective, we would not have needed Rare,
“Before RERA, you had a consumer redressal mechanism. If I was the affected party, I would have gone for forum shopping as well. I would have gone to court here, there and then… If the consumer (fora) was so effective, we would have got RERA. is not required,” he said.
Talking about home buyers’ grievances, the minister said, “We have to be cautious that if this is not done, many people who need redressal of grievances will take those grievances to consumer courts and Likewise… this is the normal trend.”
He also cited the example of a Hollywood movie where people set up their own private courts in view of the huge number of cases pending in other courts.
“I want to be very clear that we all need to make sure that our decision is fair…” he said.
Later in a statement, the ministry said, the enactment of the Real Estate (Regulation and Development) Act, 2016 (RERA) marked the beginning of a new era in the real estate sector as a step towards reforms in the sector, Which led to more transparency. Citizen centricity, accountability and financial discipline, thus empowering home buyers.
The Ministry of Housing and Urban Affairs is committed to protect the rights and interests of home buyers.
