Speaking to TOI, Atul Samadhiya, a resident of the colony, said, “Like any other colony, we had paid the amount fixed by the builder for water and electricity supply. According to the size and type of houses, we paid an amount. Rs 50,000 to Rs 70,000 for electricity supply I mean, a person buying a duplex in the colony would have paid Rs 70,000 and a flat buyer would have paid Rs 50,000.

The builder has set up his own power substation, laid cables and installed transformers to supply electricity to the residents of the colony. We believe they were doing so under agreement with MPEB. We neither get electricity bills from MPEB nor do we pay bills to MPEB. we are billed by AG 8 Ventures Ltd. and we give them checks for payment of electricity bills.”

Samadhiya further said that the problem arose when the builder declared himself “insolvent” and about a month ago, we were told that the power supply in the colony could be cut off, apparently because of a backlog of bills pending for years. The huge amount, which we had paid to the contractor appointed by the builder for maintenance of the power supply system and recovery of the bill, was not deposited with the MPEB.

As the builder has shied away from the maintenance of the colony in all forms, the Resident Welfare Society urged the MPEB to take over the power supply system but they were told that the existing supply network installed by the builder would have to be replaced and a new supply network installed and it may cost 3 to 4 crores.

“Why should we pay the amount? We have already paid the amount demanded by the builder for providing electricity connection and have been paying the bill regularly since then. If the amount has not reached the MPEB, it between the builder and the MPEB.” We were not part of any agreement the builder entered into with the MPEB”, said Samadhiya.

Manager, MPEB, Vidya Nagar Area, Sandeep Sahoo, under whose jurisdiction Aakriti Eco City Fals said, “The builder had taken single point HT connection from MPEB, he then installed power substation, laid cables and laid supply network but it was not an individual connection. If the residents now want an individual connection, the Residents Welfare Society should A resolution of intent should be passed. Based on that, MPEB will estimate and a new supply network will be set up, for which the residents of the colony will pay as they will be given individual connections by MPEB.

When asked about the issue, Ashok Johri, who is the contractor appointed by the builder for maintenance of the supply network and collection of bills, admitted that the residents of the colony are in trouble through no fault of theirs.

“When the colony came into existence, there was a provision of single point HT connection, we took single point HT connection, and installed the supply network. I am responsible for maintaining the network, making bills and collecting the amount of bills. Since the builder has declared itself “insolvent”, hence the colony has been taken over by the National Council of Appellate Tribunal. In a way, there is no one to take care of the colony. He said that after handing over the power supply and network to the MPEB The issue has been discussed at length but it will cost Rs 3 to 4 crores and the residents have a valid point as to why they should pay for it as they have already paid the connection charges to the builder.

But, without a new supply network MPEB cannot acquire power supply as at present supply is being done on 33 KV line and MPEB will supply on 11 KV line, supply lines will have to be changed, transformers will have to be changed to convert Did. Also, 10,000 square feet of space will be required for the new supply network, which is not available in the colony.

Former chief secretary, R Parasuram, who is also a resident of the colony, said, “My only interest is to ensure that the power supply in the colony continues without any disruption”.
