Chandigarh: New commercial buildings to be built in the city will have to compulsorily follow the provisions of the rules Energy Conservation Building Code ,ECBC,
After city-specific modifications in energy conservation building code 2017UT administration will make it mandatory to follow rules in new commercial buildings Chandigarh Energy conservation and sustainable building codes. Violation of the provisions will be punishable as per rules.
Draft Chandigarh ECBC The approval was given on Thursday following suggestions from the UT Administrator, public and stakeholders.
The purpose of the code is to provide minimum requirements for the energy efficient design and construction of buildings.
Under the proposed code, approval of building plan for a new commercial building will require an undertaking to be given along with the building plan proposal that the conditions of ECBC will be met.
A UT official said, “The ECBC code will be applicable when the connected load of a building is equal to or more than 100 kW; or the contract demand of the building is equal to or greater than 120 KVA; or the building plot is equal to or more than 1000 square metres; OR The built up area of the building is equal to or more than 2000 square meters (excluding non-air-conditioned spaces in basement).
Even after submitting the mandatory undertaking along with the building plan, if any violation of the code is found, the UT Estate Office will have the right to take prescribed action against the building owners.
The Energy Conservation Act was enacted in October 2001. The Bureau of Energy Efficiency (BEE) was established in March 2002, which is a statutory body under the Ministry of Power. it promulgated the central Energy Conservation Building Code (ECBC).
Section 15(a) and section 57(a) of the EC Act, 2001 empowers the States and Union Territories to amend the Central ECBC as per their respective climatic conditions. Accordingly, a high level committee was constituted by the administration to suggest suitable amendments for Chandigarh.
BEE has appointed All India Institute of Local Self Government (AIILSG) to assist SDA Chandigarh in drafting the Chandigarh ECBC Code and get it approved by the competent authority and thereafter notify the same. Chandigarh Electricity Department is performing the duties of SDA.
