Gurugram, hsvp Proceedings have been initiated to cancel the allotment, building plan approval and registry of a prime residential plot worth Rs 4.4 crore in Sector 23A, which a person had bought last year by paying just Rs 600.
In 2021-22, a plot of 500 square yards was sold through e-auction. The allottee made six transactions of Rs 100 each, while HSVP’s plot and property management (PPM) system recorded that he received a payment of Rs 4.4 crore.
The irregularities came to the fore during the ongoing audit of HSVP’s bank accounts and PPM system. HSVP has started investigation to unearth such fraud.
This is the second case in the city in which the online HSVP platform has been rigged for allotment of properties worth several crores by making small payments. Earlier, two plots were allotted to a woman in a similar manner – the HSVP got just Rs 4,879 from the buyer of two pieces of residential land in Palam Vihar and Sector 23A, the total value of which was over Rs 6.5 crore.
The latest plot in question was allotted to the woman’s husband. The couple, who are from the IT sector, are under the scanner. A case of cheating was registered against the woman in January this year.
An internal investigation by HSVP revealed that the person, a resident of D-Block, Palam Vihar, had participated in the e-auction of Plot No. 3760, Sector 23A, last year. The person managed to get the allotment and made six transactions of Rs 100 each between July and September 2022.
But the HSVP system recorded that the authority received Rs 4.4 crore. On September 12, the person got the possession of the plot and on October 10, the HSVP approved the building plan. The authority registered the plot in his name on 13 October. The construction up to the foundation of the building was completed in December.
The authority swung into action after the glitch was detected earlier this month. HSVP Estate Officer-1 Vikas Dhanda said, “After getting the alert from the head office, we have taken the initiative to cancel the approval of plot allotment, registry and building plan.”
According to HSVP officials, some receipts have been found in the PPM data which have either not been received or reflected in the bank statement or are of different amounts.
The HSVP system said that the man had made the full payment and the plot was allotted to him. However, bank records show that he paid Rs.600. “The plot was sold through e-auction. The accused has committed fraud. A detailed investigation is underway,” said a senior HSVP official.
