This came to light on Wednesday when the Chief Finance Controller of HSVP wrote to the Panchkula Police to investigate and register a case. The secret bank account is linked to the estate office in Panchkula and the fraudulent transactions amount to over Rs 100 crore, while the internal audit team has so far received transaction details of Rs 72 crore.
Chief Controller of Finance B B Gupta said: “We have asked the police to investigate and have launched an internal inquiry to identify the HSVP officials involved.” The transactions were done from Punjab National Bank (PNB) between April 2016 and February 2019 by people suspected to be from the accounts department of HSVP. The money was transferred to private builders under land acquisition compensation.
Apart from the builders and their relatives, their laborers also received the transferred money. HSVP chief administrator Ajit Balaji Joshi claimed to be shocked by the revelations. He said that the internal inquiry and the police investigation would go on simultaneously. Gupta, HSVP’s chief controller of finance, also claimed to be surprised by the tipoff.
He said: “We first checked with our accounting department. Those accounts were not on our list. Later we contacted the bank as we have more accounts. The money was transferred from one of those HSVP’s accounts. A comparison of the statements verified that the transaction was fraudulent.”
