Inspector General of Stamps and Registration Kanchan Verma has directed the district administration to prepare a “smooth, secure and time-bound” plan for scanning and digitizing over 13 lakh land records by Tuesday in a meeting with sub-registrars. -bound ways”.
Verma has written in his letter that the government has started work for digitization of land records from 2002-2017. “13,08,449 land record files of Gautam Buddha Nagar need digitization. The government has also sanctioned 51 computers, 17 scanners and other equipment for this work.
The process of digitization will also be done under the cover of CCTV cameras. According to officials, the staff will also be given a deadline to digitize a certain number of files per day to complete the project.
According to one estimate, land disputes account for two-thirds of all pending court cases in the district. These land disputes include those that pertain to the validity and rightful ownership of land titles and records.
Digitization of records will help residents as attested copies of property documents are required in case of loss or theft and also in courts.
PPS Nagar, a property lawyer, said, “Digitisation of land records will help people a lot. At present, the office of the Noida Registrar is partially digitized. We easily get certified copy of registered documents in recent years but getting copy of old documents is a difficult task.
Shyam Singh Bisen, in-charge of Noida’s Stamp and Registration Department, said that the work of digitization will be completed in a year. “We are setting up infrastructure for digitization operations,” he said.
The Stamp and Registration Department has been keeping digital documents since 2011, whereas before that the registered documents required digitization.
The Stamp and Registration Department of Noida has not met the annual targets in the last six years. In 2016-17, it collected Rs 1,761 crore against a target of Rs 2,222 crore; In 2017-18, it collected Rs 1,685 crore against Rs 2,252 crore; And in 2018-19, the collection stood at Rs 1,879 crore as against Rs 2,532 crore.
Similarly, the department collected a revenue of Rs 1,856 crore as against Rs 2,597 crore in 2019-20. Due to the Covid outbreak, its revenue took a sharp hit in 2020-21 when it recorded Rs 1,593 crore as against Rs 3,148 crore.
In 2021-22, registration improved and revenue collection touched Rs 2,377 crore against the annual target of Rs 3,463 crore. The department recorded a revenue of Rs 1887 crore till November 2022 against the annual target of Rs 4062 crore in the financial year 2022-23.
