Kochi: After nearly three decades, Greater Cochin Development Authority ,gcda) is stepping back in affordable housing projects. As a first step, a twin tower apartment complex is planned to be constructed on one acre of GCDA land Gandhinagar After demolishing its old staff quarters located there.
In the GCDA executive committee meeting on July 3, it was decided to go ahead with the project and send a report to the state government. Sources said an architect has been identified to submit a feasible design for the project.
Also, since they plan to sell the flats to the public, the GCDA needs prior permission from the government as each buyer will be entitled to a piece of land along with the flat purchased on the plot. The government has to take a policy decision in this matter. For this, a proposal will be sent to the government as soon as possible.
The GCDA ran various housing projects in and around the city during the 1980s and 90s, and they included row houses. Panampilly NagarGandhinagar, edthala, Rameshwaram, etc. which were manufactured and sold to the public under low-income group, middle-income group and high-income group categories. However, the proposed apartment complex will be mainly targeted at the high and middle-income groups as the land values in the area are very high.
“Providing affordable housing has always been an area of interest for the GCDA. However, for the last three decades we have not made any such project. The proposed apartments will have all modern amenities and will be affordable to the public. Even though the design has not been finalised, the rough plan is to construct twin towers with 12 floors each. There will be a total of 82 units in both 2BHK and 3BHK configurations. Our employees will get better living quarters,” said a GCDA official.
The estimated cost of the project is around Rs 60 crore. While the GCDA will invest in the project, they are expected to collect the funds by selling the flats. The complex will have large commercial spaces such as a shopping complex and a supermarket.
“Constructing affordable projects without compromising on quality is now a challenging task as the standards set by the government in such projects are high. Therefore, the focus will be on affordability at all stages from the design stage onwards. If the demand for flats is high, we will resort to lottery system. The price of the flat unit cannot be confirmed yet but it will be cheaper than the market rate and GCDA has no intention of making profits,” said the official.
